I'm starting to think that she's either Jean Grey in a different form, or one of the Phoenix's parts that took the form of a child. For some reason Hope has a strong and mysterious connection to Jean and the Phoenix Force. And remember, when Emma was looking at Hope standing by a fire, she saw the fire shape like a phoenix and Hope turn into Jean Grey for a second and Jean told Emma to "prepare". Shapes of the Phoenix are constantly shown in and around her(fire image in her eye, fire took the shape of the phoenix behind her).

i think sinister had something to do with Hope. Maybe he created her with samples of Scott and Jean's DNA and placed her in Alaska like what he did with Madelyn Pryor (although that was only Jean's). and then placed her inside a surrogate mother and once the baby was born, he couldn't get to her in time.
