At this point Stan probably regretted retiring Wonder Man so early, so he made a copy of him, only without the moral restraints. No, he is evil because...he...kinda likes the Enchantress. Again? Dude, apparently in the Marvelverse, love only leads to evil.

That being said, while the Power Man idea might be lazy, the execution is great. The Enchantress actually learned and kept him at a leash, instead letting the Avengers go after Red Herrings and destroying their public image, while setting Power Man up as a respectable hero.She even got the brains to just call the cops, when three of the four Avengers break into Power Mans house to find out, what's going on.

Of course, why no Avenger, or the town itself never thought about illusions, or why the police didn't understand Cap beating up the costumed guy beating up the guy in a security officer-uniform, is a mystery...well, ok, is plot convenience, but you'd think that would be at the top of the investigation list. Still, nice story, and nice cliffhanger: The villains plan was a complete success. Let's see, how they screw that up in the following issues.
