24. NUKE
15. APEX 451

      14. SHOCKER
      First Appearance: AMAZING SPIDER-MAN (1963) #46
Where He Appeared in 2013: SUPERIOR FOES OF SPIDER-MAN
Why He’s #14: “No, Shocker will never be the scariest, craftiest, or deadliest of villains in the Marvel Universe, but that’s what makes him so intriguing. A smart but largely regular guy who happens to put on a costume and get his teeth kicked in by the likes of Spider-Man and Daredevil—as a career. This year particularly highlighted his lot in life as Shocker became the only member of the Sinister Six to witness Boomerang craft the lie driving the team. He’s got all the cards and yet, in true Shocker fashion, poor Herman’s not brave, strategic, or dangerous enough to do anything about it.” – Tim Stevens
Digital Comic Spotlight: SUPERIOR FOES OF SPIDER-MAN #1

          12. MYSTIQUE
First Appearance: MS. MARVEL (1977) #16
          Where She Appeared in 2013: ALL-NEW X-MEN, UNCANNY X-MEN, WOLVERINE, WOLVERINE & THE X-MEN
Why She’s #12: “If you haven't seen Raven Darkholme in a while, odds say she's planning something devious. After a year or two spent keeping a low profile, Mystique came back with a vengeance in 2013, doing everything from turning the time-displaced Cyclops into her pawn to buying the crime-filled island Madripoor off of Viper and HYDRA. As if gaining control of the most dangerous island in the Marvel Universe wouldn’t be enough, the deceptive shape-shifter slipped into a powerful position where she stands to do a lot of damage in the future: posing as S.H.I.E.L.D.'s newest recruit, the former X-Man called Dazzler.” – Brett White
          Digital Comic Spotlight: ALL-NEW X-MEN #9

              THE RED SKULL
First Appearance: CAPTAIN AMERICA COMICS #7
Where He Appeared in 2013: UNCANNY AVENGERS, X-MEN: LEGACY
Why He’s Also #12: “Co-opting the brain of the late Charles Xavier to subvert the efforts of the Avengers Unity Squad goes a long way in cementing the Red Skull’s malice. With his S-Men, the Nazi clone orchestrated a telepathic attack on New York, manipulating powerful mutants like Rogue and the Scarlet Witch as well as an innocent populace. His attempts, however futile, to convince Captain America that his country no longer deserved his protection and admiration remain a chilling, if warped, treatise on modern life in America.” – Paul Montgomery
Digital Comic Spotlight: X-MEN: LEGACY #12

                  11. GALACTUS
First Appearance: FANTASTIC FOUR (1961) #48
Where He Appeared in 2013: HUNGER, CATACLYSM: THE ULTIMATES’ LAST STAND
Why He’s #11: “2013 proved a milestone year for the Devourer of Worlds when Galactus forced his way into the Ultimate Universe. The prospect of this primal force finding a new universe as a dining menu ended up being even more catastrophic than anyone could fathom. His destruction of half of New Jersey alone ranks as one of the most villainous acts of the year. Galactus’ intentions for 2014 remain to be seen—and feared.” – Tim O’Shea
                  Digital Comic Spotlight: HUNGER #1

                      10. MOTHER

                      First Appearance: YOUNG AVENGERS #1
Where She Appeared in 2013: YOUNG AVENGERS
Why She’s #10: “Sometimes parents just don't understand—and sometimes parents turn out to actually be parasitic, manipulative, mind-controlling, magic goo monsters from another dimension determined to destroy your life and everything around you. Mother's machinations involved turning Billy Kaplan's parents into worshipful followers and transforming every entry in each one of the Young Avengers' little black books into her own personal army. It took every ounce of fight that the new team could muster—as well as every bit of trickery up Kid Loki's green sleeves—to turn the tide back against Mother and her minions.” – Brett White
Digital Comic Spotlight: YOUNG AVENGERS #2

are you guys dumb? this is a list for 2013. watch arcade and boomerang taking the top 5.

This list is ridiculous.  Doom is 19 behind losers like the shocker and some I've never heard of?  Red Skull not top ten?  I usually enjoy comparing these lists to how I would have ranked them but this one is like someone just randomly pulled names out of a hat that contained every villain who appeared in the Marvel universe.  #1 - Armadillo  #2 Dr. Bong   #3 Dr. Mindbubble

@aelker is 1000% correct.  In what bizzaro world is DOOOM out ranked by Shocker?!!!  Much less total noobs like Apex and 451.
