Although 'Eye is already announced for Avengers-proper, I'd still like to see him pulling liaison duty, or something, with the Thunderbolts, and Mockingbird being on that team would probably help that dynamic. Hawkeye not being there full-time would probably work better to not overshadow Songbird's leadership. The current covert-ops nature of the team would continue post-Osborn with those two in the mix instead of just Songbird, Fixer and Mach IV anyway. The only holdovers from Os' current team could be Paladin and Ant-Man, so there's definitely room.Speaking of room on that roster, I think they should put Penance back in the T-bolts to continue his personal journey. That's been difficult to get face time of late, with so much else occurring. (Hmmmm, wonder if he's planned into Siege in any way. Would be fitting for him to respond positively to something else so Stanford like). But back on track with this image. I'm feeling the Luke and the HFH, as you mentioned, ebekkavita77, but more so to see him playing off Ironfist, not as much to feel like a step backward to be in HFH again, so some role in Rogers' SHIELD with a HFH feel would work.

We are obviously going to see more of the Agents of Atlas, we know Black Widow is getting her own book. Like to see Luke in his own book or as a Heroes for Hire, Pym belongs with the other original Avengers on the team, and we know Hawkeye is with the Avengers as well, but as I posted before would like to see him do a book with Mockingbird as a team of their own, like in Reunion.
This potential team is much less impressive than the one in the original teaser, so I hope this image doesn't mean anything. Hank Pym is a lame character no matter what you do with him, he will always be lame. And I really hope this doesn't mean there's still going to be more than one Avengers team.
