Bobby Blackthorne was a former biker turned Vice-President of the United States, but most don't know the real story how he achieved such power. Many years before his rise to fame, Blackthorne was part of a gang that performed the ritual killing of Johnny Blaze and his girlfriend Roxanne.

Nearly twenty years later, Blaze has come back for revenge in the form of a supernatural motorcyclist called Ghost Rider, and Blackthorne's associates were being killed systematically. Using his authority as a leader of the nation, he ordered Nick Fury to dispatch the Ultimates to kill the Ghost Rider. When it appeared Fury would be unsuccessful, Blackthorne sold his soul to the devil for the power to stand up to Blaze himself. In turn, he was transformed into a second Ghost Rider.

Blackthorne fought the Ultimates as well as Ghost Rider, but in the end it was the Punisher that brought him down. After changing back into human form, Blackthorne was about to kill Blaze for a second time when Punisher shot him in the shoulder. The Vice-President threatened Punisher with his position in the government to which the Punisher answered with a bullet between Blackthorne's eyes.
