The entity known as Eon was responsible for the creation of the Quantum bands billions of years ago. Eon's duty was to nurture the evolution of sentient life in the universe. As custodian and protector Eon was sworn to maintain conditions favorable to life in the universe. Realizing that he needed help to perform his assigned task, he selected a protector and bestowed upon him the Quantum Bands as an instrument of protection.
The Quantum Bands themselves are predominantly made of an unknown black alloy that is warm to the touch. They were embedded with seven golden gems which encircle each band. The bands have been known to change their shape, and alter their size to fit a new keeper. Trantra of the Trill, the first non-humanoid Protector, had apparently merged the bands into a belt-like ring which encircled his body around what would be considered the waist of a humanoid being.
The Kree knew the Quantum-Bands as the legendary Power-Bands of Rinn, which according to Captain Atlas were the inspiration or prototypes for the Nega-Bands. It is unknown how Supreme Intelligence gained the knowledge needed to create the Nega-Bands; perhaps he somehow acquired the Quantum-Bands for study. Although, it is more likely that he observed the capabilities of the Quantum-Bands from afar and used this data to create the Nega-Bands.
The Quantum-Bands have been in the possession of twelve different protectors over the years. Glakandar the Stygian Starbender (the first Protector), Ree, Trantra, Marvel Boy, William Wesley (tested the power-bands for SHIELD and lost his life in the process), Quasar, Maelstrom, an unnamed Skrull disguising himself as the Contemplator (he wore only one of the bands), Annihilus, and Phyla-Vel. In an alternate future they were wielded by The Keeper (who was thought to be Norrin Radd the Silver Surfer) and Starhawk.
