Significant Issues
Took aim against cats and cat lovers, but the interference of Speedball foiled his crime spree (Speedball #5, 1988); had a second chance to take his anger out on cats, but this time was captured and sent to jail (New Warriors #66, 1985)

This two-bit criminal who got his kicks by killing cats, had a very brief career as a costumed creep. Fearing for the life of Niels, the cat, Speedball scoped the parks for the Two-Legged Rat after a brief encounter with the rodent-lover at an earlier date. Speedball did save Niels and the Two-Legged Rat ditched his mask and rifle, escaping justice and remained on the loose. It wasn’t until some time later when he was hired to capture Niels that the Two-Legged rat truly got what he deserved. He, and a group of miscreants, did indeed detain the kinetically powered cat for their employer, Rebound, but Speedball put an end to their criminals ways. This time, the Two-Legged Rat did not flee the long arm of the law, and he was incarcerated with the rest.
