A mask isn't something that is counted as paraphernalia, that is part of the costume. If the mask had helpful qualitative to it like a breathing device, communicator, different types of lenses to view things through (night vision, x-ray vision, etc.), then it would be counted as paraphernalia. Paraphernalia is something that helps a character with whatever, usually a device (communicator, grappling hook, etc.), vehicle (sky-cycle, special car/van) and things like that. If it is used as a weapon, then that of course would go under the weapons area.
