Vashti was the son of Nereus, his clan came from the outer province of Cleito, which was from the west. His people were trades man, kelp farmers, fish herders. They were fairly common people, just like his grandfather and father, little people, the heart and soul of the Empire. Vashti served as the Grand Vizer, Regent Imperial of Eternal Atlantis. He was confidante of Prince Namor the First, heir of Neptune, anointed emperor of all Atlantis. Vashti was ever grateful that one such as he could be given the privilege to serve in such a high office, and he gave praise to both Father Neptune and the Mother Ocean for his good fortune.

Vashti sensed dark times approaching the Kingdom of Atlantis, the coming of ancient myths when evil would once again once again walk across the floors of the sea itself. He rush to inform Namor of the coming doom, he was observed by the Sisters Three members of the Neried, that shared with each other how the half-breed Namor had been slain by their dark king Suma-Ket lost lord of old Atlantis. Vashti managed to find Namor revived from the dead by Neptune along with Tamara Rahn. Vashti educated them about the legend of Sama-Ket and the Unforgiven Dead.
