Peter Kirkman was the captain at the highly secure Hulkbuster military base and was present when General "Thunderbolt" Ross captured the monster known as the Hulk. What Ross and others didn’t know about Kirkman was he was a soviet spy who had been smuggling equipment into the base to fulfill his own fiendish plans – plans that he was willing to kill for.

The day the Hulk was incapacitated in a prison thought to indefinitely contain the brute, Kirkman decided to abandon his false identity and resume his true heritage as Kirkov Petrovna. The equipment he smuggled into the base was assembled into a power suit which Kirkov wore and proceeded to attack those in the Hulkbuster base with full intentions of destroying it. Petrovna, now calling himself Devastator, caused more damage than he was aware of and unwittingly released the Hulk from his prison.

Hulk had emerged from his subterranean holding facility, but Devastator was so convinced he possessed enough power to destroy him immediately turned his deadly energy blasts against the jade giant. Devastator did his best to keep Hulk at a distance, but the sheer tenacity of the beast proved to be too great for him. Hulk got close enough to crush Devastator's gauntlets, leaving Petrovna powerless. Unwilling to accept defeat, Devastator attempted to fire one more blast at the Hulk, but the severely damaged gauntlets could not release the tremendous amounts of energy building up inside them. Instead, the gauntlets forced the power inward destroying the suit and killing the man within.
