Recently, [[Cage, Luke|Luke Cage]] and [[Captain America (Steve Rogers)|Steve Rogers]] moved the [[Thunderbolts|Thunderbolt Program]] to the Raft in order to try and rehabilitate criminals residing at the Raft. The Government also appointed [[U.S.Agent|John Walker]], formerly known as U.S.Agent, as the Raft's newest warden.
