The Raft is a supervillain prison located close to Ryker's Island. It held 87 prisoners at one point, among them Carnage, Bloody Mary and the Sentry. Civilians were required to have a S.H.I.E.L.D. super-powered escort to visit the prison.

The Raft was attacked by Electro, who had been hired by the Savage Land Mutates to break Sauron out. The resulting attack freed all of the prisoners; 42 were stopped by the Avengers, while the rest escaped.

Recently, Luke Cage and Steve Rogers moved the Thunderbolt Program to the Raft in order to try and rehabilitate criminals residing at the Raft. The Government also appointed John Walker, formerly known as U.S.Agent, as the Raft's newest warden.
