A malfunction, believed to be precipitated by the Pulse, caused S.H.I.E.L.D.'S containment facility, known as the Vault, to break down. The town of Stubblefield, Colorado is devastated by attacks of Vault escapees. S.H.I.E.L.D. is requesting support for relief to the surrounding areas.

A mysterious energy pulse has hit Earth and knocked out communications around the globe. Prominent villainous organizations, such as HYDRA and A.I.M., have taken the opportunity to attack.
