He Who Remains assists in the birth of the Time-Keepers, the triad of creatures who become the masters of Immortus and custodians of time, using all of the power which the Time Variance Authority amasses during its existence. 

The End is The Beginning

Alone in the Citadel at the End of Time in the Temple of Sleepers, He Who Remains is the last director of the Time Variance Authority (TVA). He creates and guards the Time-Keepers, a trio of beings who are fated to survive the end of eternity known as The Cataclysm. As Time-Keepers, they shall teach those of the next universe cycle how to avoid the errors of the past, and serve as living batteries of chronal power—the energy of the TVA’s eternity of existence.

He Who Remains can drain powerful beings, such as Asgardians, of their strength. The effect appears to be temporary.

Allies Across Time

He Who Remains finds surprising allies in Asgardian thunder god Thor Odinson, AKA Thor, Jane Foster, the Warriors Three, and Zarrko the Tomorrow Man, when they enter his domain and demand that the trio of beings He guards are to be destroyed. They reveal to him that these beings become warped, time-travelers that cause destruction wherever they go and this news leads him to destroy them himself.

As for enemies, He Who Remains’ background remains somewhat of a mystery and therefore his enemies are unrevealed.

A History of Guarding Time

While waiting for The Cataclysm and the time entities’ birth in the Citadel at the End of Time, he had some disturbing intruders. Thor, Jane Foster, the Warriors Three, and Zarrko the Tomorrow Man traveled there to prevent the three entities encased in nurture pods from becoming the Time-Twisters, who would travel back in time and destroy 50th century Earth, plus any era that they encountered. As Thor swung his hammer at the stasis pods to end them, He Who Remains drained Thor of his strength with his powers. Jane came to his aid and defended his actions, informing He of the devastation the Time-Twisters would cause through each era they passed through. He was shocked, realizing that his dream of a universal utopia was out of reach. As a roar shook the temple at its foundations, He warned them The Cataclysm had begun. He bid them farewell and thanked them for the warning. They departed by way of a time-cube, and He awaited The Cataclysm and pondered Jane’s words. After shedding a single tear, he terminated the life support systems for the pods, and 50th century Earth was spared.

He then replaced the Time-Twisters with more perfect versions, the Time-Keepers; however, this reality created two divergent branches of reality. In one reality, Reality-794282, He aborted the Twisters and created the Keepers; and in the other, Reality-761243, he did not abort the Twisters, and thus never created the Keepers. The two divergent branches of reality have shifted back and forth in dominance ever since, with the Twisters and the Keepers competing for dominion at the end of time, and thus being able to shape the next reality. At some point, He Who Remains banished a mysterious fourth Time-Keeper to ancient Egypt in 2950 BC.
